Parliament’s Portfolio Committee on Cooperative Governance and Traditional Affairs (CoGTA) says it has drawn a red line when it comes to the culture of impunity, corruption and irregularities at municipalities.
The committee has grilled the 23 municipalities in the Free State as part of turning around poor governance and financial mismanagement in local government.
It is piloting a new joint oversight model in the Free State which is said to have the worst run municipalities in the country.
“That every quarter the municipalities will report that they’ve done all the things that the Auditor-General pointed out as being the weaknesses and the department the provincial government will make sure that the governance issues are addressed so that the dysfunctionality is corrected. At the end we must begin to see a turnaround of municipalities and if there isn’t then we need to know who has their responsibility and there must be action,” says chairperson of the committee, Zweli Mkhize.
He says either somebody gets to be disciplined, removed from the office or they need to be charged.
“Everybody must understand that it brings us back to the normal culture of proper governance and discipline in management of public resources,” he adds.
