Petroleum Authority appoints Steven Enach as Director Midstream – Daily Express

Kampala, Uganda: The Petroleum Authority of Uganda (PAU) has appointed Mr. Steven Enach as its new Director Midstream, a key leadership position overseeing regulation and development of Uganda’s critical oil and gas infrastructure, including the refinery and pipeline systems.

“The Petroleum Authority of Uganda (PAU) is pleased to announce the appointment of Mr. Steven Enach as the Director Midstream. His appointment follows a distinguished career in Uganda’s petroleum sector, marked by technical expertise and strategic leadership in midstream operations,” the Authority said in a Wednesday statement on social media platform X, announcing Enach’s appointment.

Mr. Enach, a seasoned petroleum scientist and business executive, brings over 15 years of experience in Uganda’s oil and gas sector to the role. His appointment signals the Authority’s commitment to strengthening midstream regulation and ensuring the delivery of nationally strategic petroleum projects.

He holds a Bachelor of Science in Technology (Chemistry) from Kyambogo University and a Master of Science in Refinery Design and Operations from the University of Manchester in the United Kingdom.

Enach began his career in public service in 2009, serving at the Ministry of Energy and Mineral Development (MEMD) as a Petroleum Geochemist and later as Head of the Chemical and Process Section. While at MEMD, he played a lead technical role in advancing Uganda’s oil refinery project.

He joined the Petroleum Authority in 2018 as Manager for Refining and Gas Processing, where he has since spearheaded regulation of midstream activities, including gas utilisation projects and the Uganda Refinery. His recent work included participation in government negotiations with Alpha MBM Investments of the UAE, which culminated in the March 2025 signing of the refinery implementation agreement.

PAU said Mr. Enach’s promotion reflects the institution’s drive to uphold technical excellence and foster sustainable development in Uganda’s petroleum value chain.
