The Good Party has called for the resignation of City of Cape Town Speaker, Felicity Purchase, alleging that her continued presence in that role is divisive.
EFF councilor, Mzubanzi Dambuza, was allegedly choked during a council meeting by security staff.
The City of Cape Town could not be immediately reached for comment.
Good Party Chief Whip, Roscoe Palm, alleges that the Speaker had failed in her duty to apply the Rules of Order in a fair and consistent manner.
“During the oral question period, following the mayor’s address, a session clearly regulated by Rule 11.2 of the Council’s own Rules of Order, the Speaker unlawfully allowed a Point of Order. That decision alone broke the very rules we are all expected to uphold and set in motion the chaos that followed. I witnessed and recorded a public representative being choked to the point of unconsciousness, and then some more,” says Palm.
Palm has accused Speaker Felicity Purchase of suppressing opposition party councilors even when they’re on the right side of Council rule of order.
Dambuza says the Speaker asked him to leave the chamber after he raised concerns about being ridiculed by DA councilors and he refused.
A case of assault has been opened against a security official.
Palm has criticized the Speaker for failing to maintain order in the Council Chamber.
“Our first concern, of course, is the to the safety of the human being in this. Even if the Speaker was correct – let me be clear she wasn’t correct – you cannot force somebody like that. You cannot assault someone like that under any circumstances. So, we were all absolutely shocked. To me, what was the most disturbing thing is the applause of the DA councilors. You know, it’s like having a group of people applaud as police officers kneels on George Floyd’s neck. It’s completely out of bounds,” Palm explains.
