Government is forging a path to financial efficiency with the launch of the 2024 Cash Management Framework, a visionary initiative by the Ministry of Finance, Planning and Economic Development (MoFPED). This transformative system introduces a cash flow forecasting tool within the Programme Budgeting System (PBS), empowering Ministries, Departments, Agencies, and Local Governments (MDA&LGs) to plan monthly spending with precision. From well-equipped schools in Jinja to timely medical supplies in Gulu, this framework ensures public funds reach communities when they’re needed most, boosting accountability and trust across the nation.
The core of this initiative is its focus on delivering cash exactly where and when it’s required, eliminating delays that have frustrated communities. The PBS module enables local governments to map out monthly cash needs, ensuring a health clinic in Lira can restock medicines or a road project in Mbarara progresses without hitches.
Ramathan Ggoobi, Permanent Secretary and Secretary to the Treasury commenting on the this framework said that it is about making every shilling count, delivering services that transform lives right on time and by aligning cash inflows with outflows, the system prevents payment delays and reduces costly borrowing, freeing up resources for public services.
Ggoobi adds that the framework is built for ease, as the PBS tool allows Cost Centre Managers like school heads or hospital administrators to use Excel templates to plan monthly expenses. These plans are reviewed by Planners and approved by Accounting Officers, fostering collaboration across government levels.
For a farmer in Soroti awaiting agricultural subsidies or a contractor in Arua building a community center, this means faster payments that keep local economies vibrant. Integrated with the Integrated Financial Management System (IFMS), the system tracks spending in real time, ensuring accuracy and catching issues early. “Our aim is to remove cash flow bottlenecks, so communities see real results without waiting,” Ggoobi added.
On the public reception, the framework is sparking excitement nationwide. When interviewed for the story, local leaders say timely funding for farm inputs could boost harvests, lifting families out of poverty. In wakiso, a head teacher noted that reliable funds will ensure classrooms are ready, enhancing education outcomes.
The system also enables MoFPED to invest temporary cash surpluses, generating extra funds for projects like youth skills programs in Kampala or clean water systems in rural areas. By forecasting cash needs accurately, the government ensures resources flow smoothly to every region, strengthening public trust.
Transparency is central to the framework. The PBS module generates reports at department, vote, and national levels, giving everyone from village councils to ministries a clear view of cash flow. MoFPED is committed to supporting users with training, ensuring village accountants and ministry planners can navigate the system effectively.
Ongoing technical support and updates will keep the tool responsive to Uganda’s needs. From smoother roads in Hoima to better stocked health centers in Gulu, this framework is a promise to deliver prosperity to every Ugandan, building a stronger, more connected nation, one timely payment at a time.
